Fluid Topics implements what is known as the "top map" mechanism.

When sending an archive, all maps that are not nested beneath another map are detected as top maps and displayed as documents in the portal.

Example

For the following archive, only Map1 is displayed as a document in the portal:

Map1
├─ Sub-map-A
├─ Topic-Z
└─ Sub-map-B

However, if later sending an archive with only Sub-map-A, it will not be seen as nested. Instead, it will be detected as a top map and displayed as a document.
